This grant project aims to address critical workforce shortages in Orange County’s high-growth sectors of Health, ICT/Digital Media, and Education by expanding and aligning high school Career Technical Education (CTE) pathways with community college programs. Labor market data shows substantial job openings—especially in middle-skill healthcare roles, technology positions with high entry wages, and a severe shortage of qualified teachers—yet disproportionately impacted students such as English learners, foster youth, and low-income students remain underrepresented due to barriers like limited access to work-based learning and insufficient curriculum alignment. The project proposes targeted outreach, expanded early college credit, industry-recognized certifications, and increased work-based learning experiences to prepare students for high-wage, high-demand careers while closing equity gaps. Strategic partnerships with local community colleges will ensure curriculum alignment, articulation agreements, and teacher externships, promoting seamless transitions from high school to postsecondary education and addressing the region’s labor market needs as outlined in the Strong Workforce Program Regional Plan.
The K14 Pathway Quality Strategies work plan focuses on enhancing curriculum and instruction, postsecondary transition and completion, and work-based learning to better prepare students for high-demand careers in Health, ICT/Digital Media, and Education sectors. Key initiatives include developing industry-aligned curricula with community college partnerships, expanding early college credit and articulation agreements, integrating industry-recognized certifications, providing professional development and externships for teachers, and upgrading classroom technology. The plan emphasizes equity by supporting disproportionately impacted students with targeted academic and transition services, including mentorship and career guidance. Work-based learning opportunities such as internships, apprenticeships, and employer partnerships will be expanded to provide real-world experience. Measurable outcomes aim to increase certification attainment, dual enrollment, student retention, and workforce readiness, ultimately strengthening student transitions from K12 through postsecondary education and into employment.
