Problem & Objective:

North Orange County Regional Occupational Program (NOCROP) is addressing a critical gap in Career Technical Education (CTE) by expanding access to cutting-edge pathways in Artificial Intelligence (AI), Virtual Reality (VR), Information, Communication, and Technology (ICT), and Drone Technology. Despite the growing demand for high-skill, high-wage careers in these fields, current CTE offerings are limited, outdated, and lack equity in access across the region. With only 32% of Orange County’s high-skilled job openings currently being filled, NOCROP aims to bridge this gap by modernizing curriculum, upgrading classroom equipment, increasing work-based learning, and providing professional development for educators. This initiative will serve over 55,000 students across five partner districts by developing A-G approved courses, expanding industry-aligned certification opportunities, and establishing regional classes and middle school exploration programs. By creating a robust and inclusive pathway from middle school to postsecondary education and high-demand careers, the project ensures that all students—particularly those in underserved populations—have access to the skills and opportunities needed to thrive in a rapidly evolving, tech-driven economy.

Plan & Strategies:

North Orange County ROP’s (NOCROP) K14 Work Plan focuses on building and expanding high-quality, equitable Career Technical Education (CTE) pathways in Artificial Intelligence (AI), Virtual Reality (VR), Information, Communication, and Technology (ICT), and Drone Technology across its five partner school districts. This initiative emphasizes the development of industry-aligned curriculum, the integration of work-based learning, and the use of cutting-edge equipment to prepare over 55,000 students for high-skill, high-wage careers. Supported by key partnerships with community colleges, industry leaders, and organizations like the CEO Leadership Alliance and Intel, the plan includes measurable outcomes such as increased enrollment, A-G approved coursework, teacher externships, and industry certifications. It also strengthens professional development for instructors, expands regional course access beyond traditional school hours, and improves student outreach, especially for disproportionately impacted populations. Sustainability is ensured through ongoing district support, leveraged grants, and a robust general fund. Ultimately, the project aims to close equity gaps, modernize CTE offerings, and provide students with the tools and experiences necessary to transition successfully from K-12 to postsecondary education and the workforce.
