Problem & Objective:

The grant project seeks to address the critical gap between Buena Park School District’s (BPSD) Career Technical Education (CTE) programs and the evolving labor market demands of Orange County, particularly in high-growth sectors such as Agriculture, Water & Environmental Technology, Energy, Construction & Utilities, and Information and Communication Technologies (ICT). Despite having foundational programs in aviation, horticulture, robotics, and applied arts, BPSD lacks the necessary infrastructure, teacher training, and industry alignment to fully prepare students—especially underrepresented female and Hispanic students—for these career pathways. Labor market data projects significant job growth and competitive wages in these sectors, emphasizing the need for workforce-ready skills. This project aims to strengthen BPSD’s CTE offerings by upgrading facilities, enhancing teacher capacity, improving student support services, expanding dual enrollment pathways with Fullerton College, and implementing targeted equity initiatives to increase participation and success among disadvantaged groups. By aligning curricula with regional labor market needs and fostering inclusive access, the initiative intends to equip all students with relevant skills for high-wage, high-demand careers while promoting sustainable economic growth in the region.

Plan & Strategies:

This work plan outlines a three-year project to modernize and align Buena Park School District’s (BPSD) CTE programs with industry standards and regional labor market demands, focusing primarily on curriculum and instruction, as well as college and career exploration. Partnering with Fullerton College and NOCROP, the project will update curricula in robotics, horticulture, and aviation to incorporate industry-standard skills and certifications while upgrading facilities and equipment at middle schools. Targeted recruitment, mentorship, and culturally relevant supports aim to close equity gaps for female and Hispanic students, increasing their participation and success in CTE pathways. The plan emphasizes professional development for teachers, collaborative planning, and expanding family and community engagement. Measurable outcomes include significant increases in enrollment from underrepresented groups, industry certifications earned, dual enrollment opportunities, work-based learning activities, and student engagement in college readiness programs like GEAR UP and Career Connected School. By fostering seamless transitions from middle school to postsecondary education and high-demand careers, the project seeks to create sustainable, inclusive pathways that prepare students for well-paying jobs in key regional sectors.
