K12 SWP Overview

K-12 STRONG WORKFORCE PROGRAM PURPOSE

A joint initiative between the California Community Colleges Chancellor’s Office and the California Department of Education, the purpose of K-12 Strong Workforce Program is to create, support, and/or expand high-quality career technical education course sequences of K-12 programs, and pathways that transition from secondary education to postsecondary education aligned to regional workforce efforts occurring through the College Strong Workforce Program.

K-12 STRONG WORKFORCE PROGRAM GOAL

To support K–12 local education agencies in creating, improving, and expanding career technical education courses, course sequences, programs of study, and pathways that enable students to successfully transition from secondary education to postsecondary education to living-wage employment.

K-12 STRONG WORKFORCE PROGRAM REGIONAL ADMINISTRATION

The K-12 Strong Workforce Program is administered through the Orange County Regional Consortium. In collaboration with the Orange County Selection Committee, applications are reviewed and deliberated for funding recommendations. Technical support for this initiative is provided by the region’s K-14 Technical Assistant Provider and the four K-12 Pathway Coordinators who are housed at each of the regional occupational programs and Orange County Department of Education.

K-12 STRONG WORKFORCE PROGRAM REGIONAL INVESTMENTS

Since 2018, the Orange County region has received and distributed $82,279,569 to support the establishment and expansion of career technical education programs.


A total of 126 unique applications have been awarded to carry out work-based learning, curriculum enhancement, college and career readiness, and postsecondary education education.

David Foster
David is the K-12 Pathway Coordinator serving the South Orange County Community College District service area that encompass LEAs feeding into Irvine Valley College and Saddleback College.
Divina Montejano
Divina is the K-12 Pathway Coordinator serving the Coast Community College District service area that encompass LEAs feeding into Coastline College, Golden West College, and Orange Coast College.
Shelby Rommelfanger
Shelby is the K-12 Pathway Coordinator serving the Rancho Santiago Community College District service area that encompass LEAs feeding into Santa Ana College and Santiago Canyon College.
Susana Sosa
Susana is the K-12 Pathway Coordinator serving the North Orange County Community College District service area that encompass LEAs feeding into Fullerton College and Cypress College.
Regional Initiatives
01 Regional Communication & Coordination
Each K-12 PC will share pertinent information and provide career education program assistance and professional development to their partner LEAs. Information and assistance will come in the form of grant application timelines/procedures, gathering, and interpretation of student outcome data.
The K-14 TAP will serve as a resource for regional information gathering and sharing, coordinate K-12 SWP Key Talent and TDRD collaboration, identify K-12 SWP Key Talent and regional career education program needs, and develop system-wide solutions to address them.
02 Industry & Postsecondary Engagement
The K-12 SWP Key Talent Team will facilitate industry and postsecondary engagement through advisories and site visits. This strategy will result in several professional development opportunities and networking events to promote the importance of industry engagement and partnerships with feeder community colleges to strengthen and align K-14 pathways.
03 Early College Credit
The K-12 SWP Key Talent Team will collaborate with the Talent Development and Retention Director of Comprehensive Support, OCDE, and CC TalentEd personnel.
The K-12 SWP Key Talent Team will also assist K-12 partners in the development and facilitation of info sessions with students in an effort to increase the percentage of students including articulated course credits on their transcripts throughout the region.
04 K-12 SWP Professional Development
The K-12 SWP Key Talent Team will facilitate workshops/webinars to inform and further support K-12 SWP project leads and CTE stakeholders.
